Is it overplay? He has low 3bet, but 4bet is 4/9 times, probably still unlikely that he bluffs, and BU 3bets 0/21 vs utg.

Also, I super rarely see in party poker 4bet cold as bluff even in late positions, people mostly flat premiums, and especially I dont think it is the case in this hand.

Does it make sense to follow population based read at all?

I think shoving is definitely fine and I can't see why it can't be fine here as well.

Calling is another option but your hand looks strong(er). So by shoving you could be given a wider range.
