Full Tilt No-Limit Hold'em Tournament, 30/60 Blinds (5 handed) - Full Tilt Converter Tool from http://poker-tools.flopturnriver.com/Hand-Converter.php

SB (t3,210)
BB (t2,040)
UTG (t1,220)
MP (t805)
Hero (Button) (t1,725)

Hero's M: 19.17

Preflop: Hero is Button with J, 9
2 folds, Hero raises to t150, SB raises to t390, 1 fold, Hero raises to t1,725 (All-In), 1 fold

This is the same reg as the J7s hand, so very aggro (also from SB). Considering that eff stack is more shallow and my hand is more connected, would you 4b bluff this? If so what would your 4b bluff range be here against such an aggro guy?

Stats:

24/21/4.3 aggr f/17% 3b from SB

yep this is much better for 3 reasons.
You stated 2 of the reasons (better hand and shallower stack[i.e. better odds]).

Another reason is that his 3b range BTN v SB should be wider compared to CO vs BB.

If we had a hand that held up a bit better like K high, I would prefer flatting this small size.

Refer to the J7s thread for another strategy of open limping the BTN in this spot.
