MTT Chip EV

Lets say I played 24 MTTs and i was 200k under chip ev, would that be considered a bad run?

I have a feeling due to the raising blinds that running under chip EV is inevitable unless you straight out win the MTT?

Not necessarily. In case you run deep in one tournament, win a few flips and get coolered, your chip ev will show you running above it.

That is true for the long run. Your chip EV will most of the times show negative results. It's not useful for tournaments at all.
