Keep in mind people at this limit rarely float, but still it's a tough fold. still alot that would have you beat that he would call with. Playing a set like this would make sence.

I often see villain playing draws and all in on river if hit, if draws don't complete they check fold or limp and fold to a 3bet.

You should fold here as villain seems pretty tight and you would safe alot of money in the long run as people just don't float often enough at NL4 to call here profitably
