Villain is only 14/12 0% 3bet after 72 hands, also 75% fold BB to SB steal

Poker Stars, $0.05/$0.10 No Limit Hold'em Cash, 5 Players

Hero (SB): $29.81 (298.1 bb)
BB: $10 (100 bb)
MP: $10.84 (108.4 bb)
CO: $9.75 (97.5 bb)
BTN: $11.10 (111 bb)

Preflop: Hero is SB with J J
3 folds, Hero raises to $0.30, BB calls $0.20

Flop: ($0.60) 9 Q T (2 players)
Hero bets $0.40, BB raises to $1.20, Hero calls $0.80

Turn: ($3.00) K (2 players)
Hero checks, BB bets $2.15, Hero raises to $9.31

Hi,

You need to have there aggressive history that he should b/c turn his two pair hands. He is likely often bluffing and since you block Jx hands I would prefer c/c turn and then c/c or c/rai river (depends if river pairs or flush gets there)
If you feel he is checking back too many rivers then c/rai or c/r to 4.5$ or c/c turn and shoving blank rivers is also fine.
But since out range often is a lot weaker and often only have two pairs or random one pair hands then i would personally prefer c/c turn to let him barrel any river.
He is likely trying to get pot away even on blank rivers if he has complete air and might easily bet himself KQ or sets for value.
