Preflop squeeze is standard here although the sizing is pretty large. Something like $9-10 should be fine imo.
Flop raise size is non-standard here from villain. Not sure if I'm reading your stats right but he's raising flop 23% of the time in 3b pot? I would probably just jam for value. Calling with intention to call turn is ok also however can be awkward to let opponent freeroll a turn on this particular texture so I would just jam flop.
