villian 15/7 3bet 0% - 97 hands

Is it worth calling his small river bet even though I'm sure I've been rivered, the only thing I'm beating is a lower flush
Could I have changed my bet sizes?

No, riv is a sure fold to me. Why would he bet a lower flush on the riv? And his sizing screams he wants value. You beat nothing, but a bluff, he doesn't have bluffs. I might think of c/r flop to try create a larger pot, although leading is also fine obv.
