25NL 6max river decision

Completely unknown villain.
As a default I don't expect someone to check/call twice and lead river as a bluff.
Am I right to assume this is (almost) always a value line? In this case: a straight or at least a 9x hand?

Preflop: looks fine

Postflop: I would agree with you that this looks a lot like a value line and generally it is, especially at the lower limits.

Your turn bet is small but looks like value so I doubt he floats AQ 2 streets to bluff river into you.
