99 OOP as overpair vs TAG

So I think I get in this kind of situations quite often. Villain is 20/14 with AF of 2.3. Maybe I should 3bet this hand preflop, he has 0/2 of fold to 3bet after raise. And his CB flop is 80%. I C-R for value, since his CB percentage is rather high I think he has a lot of overcards in his range which can hit the turn. Once he calls there are probably still some A-high hands in his range but majority of his hands are very likely pairs. So is it still profitable to bet the turn?

On the river I'm often lost in this spots. On one hand there are still worse hands in his range that might call, like pair of 8, maybe even 66-77 but on the other hand my line seems very strong from the flop onward so I don't think many players will call three barrells with bad hands. His WtSD percentage is 28%. The real problem would also be if he bets the river, another spot where I'm quite lost, but probably I have to fold, since there are no draws out there. Yeah, thanks for any kind of advice.

Seems to me he was going to call you all the way, possibly wary himself, otherwise he would have raised you anyway on the river. You check the river and minimize your loss. I find myself in those spots, get suspicious of the calls and do the same thing. Sorry not much advice there, just my 2cents!

You have a nit on the BB so I like the call fre-flop.
You're saying that your x/r is for value. Which of his hands will give you value here? What makes you think he is bet/calling A-high hands here? Your x/r here doesn't look strong it looks weird. You are often isolating yourself to better hands and may provoke him to 3-bet bluff (are you ready to do anything other than fold then?)
In my opinion you should call this flop and often call the turn and make decision on the river. It all depends on cards and his barrel stats. Here guy is rather passive and board is very dry. It's not very likely for him to fire again on the turn with just overcards, so I think fold is OK - I mean would be on the turn.
