Should I call or raise on the flop? There is no info on our opponent. Why does his donk bet mean here?

Hi,

Players can lead all sorts of hands starting with air (random Ax hands, overcards KQ, draws JT, for value (x, low pp-s), sometimes with 9x to get all 3 streets for value.
I would call flop and call any turn card. If he keeps on betting strong I would fold on the river without any read.
I don´t like to raise his lead, since I can´t call his 3-bet and I fold out air that usually has low equity against our range and I keep in his small pp-s, that might fold to raise. If he checks turn then it is easy valuebet on most turn cards (I would check back on J,T turn cards)
