How bb / 100 is required to be considered that we overcome the current level? I knew we can go on next level when we get at least 25 buy-ins, but how much bb/100 we need to be considered for winning player?

That's right.
As long as your winrate is positive after subtracting the rake, you're technically a winning player, no matter how small the number is.
Keep in mind, though, that you need a decent sample to make any meaningful predictions about this. 10k hands are the absolute minimum, 100k or more would be better.
