Flop is fine to me, but you not committed yet if he shoved there.

Turn is nasty, because he’s making an over shove. Most fishy players doing that with a monster hand. I expect he will do this most of the time with a Q than with a draw, but is villain depended off course. Without reads I’m folding the turn here.
