Confusing line from fish - is it a bluff?

Flop: ($0.18) 4♣ 9♣ 3♣ (2 players)
Hero checks, UTG checks

Turn: ($0.18) 5♦ (2 players)
Hero checks, UTG checks

River: ($0.18) K♦ (2 players)
Hero bets $0.17, UTG raises to $0.34, Hero folds

Villain is 56/0/3.4 over 111 hands.

KQs is perhaps a bit weak to open with in the SB.

There's no way I'm cbetting that board.

I hit top pair on the river, and figure that villain doesn't have a straight or a flush since he would have bet before now. So I bet full pot, thinking I've got it.

Then he re-raises the river... ???

His line makes no sense to me. I don't know if this is a bluff, a slow play, or who knows what.

What would you do on the river? And as played, would you call his bet?

If we cbet, the opponent will most likelly fold all his air hands without a :club: because the board looks scary to him as much as to us and he will most likelly play it honestly. If we bet 1/2, we need him to have air in at least 33% of cases, which would probably be the case. I prefer betting 1/2 on those boards because of the fact that they will always fold without at least a club draw, no matter the sizing.

I do not mind him folding his equity share. Board is scary and action will be possible on later streets.

I'd call. His range there is either :Kx: or slowplayed flush. Sets would bet by now.
