I think standard villain like him wont raise this board with weak hand.
if so I have huge implied odds(almost 8 outs)

I can hit turn 16% of time and if he also bet turn(and even 100 fold against raise) my call is profitable.

Is there thought flaw?

I think it's fine. I would also call the flop. With 25% of pot odds on the turn, we could maybe even call the turn because in average we need to win about 1$ on the river in case we hit our straight to make the turn call profitable.

I like folding on the turn here. The number of outs dropped to potentially only 3 or even drawing dead. If a T comes OTR and the money goes in, we're in trouble.

Yes, the turn is a fold. A T will be terrible.
