I’m not sure what kind of SNG this is, but it looks like the final table bubble of a 45 mans SNG.

I would play push/fold pre-flop with a 13bb stack, because it’s difficult to play post-flop with a shallow stack like this OOP. In a 45 mans I would fold here, because you have a average stack and with the flat prize structure there is no need to gamble yet against the big stack.

As played I play the flop the same way, because if you shipped here you get only action of better. The river is a little bit weird that he bets. He don’t represent much on this blank river card based on his check on turn. I would call here and I expect he has a Qx hand or worse here most of the time.
