Taking a long time to make a raise or a bet (especially when you ask for extra time) is usually a very strong hand (most of the times - a monster hand) trying to persuade you to call the raise or the bet. On the other hand, if some takes a long time to act and then he just checks, it is often very week hand which does not want to call a bet and which tries to get free card.

Dont like bet on river, dont think there are many hands that you can beat that would call it. I think we can rule out QQ+ and maybe even JJ out because of preflop. Smaller overpairs than that would fold imo. We will get called or shoved here by trips+ only imo (or bluff). You said you thought for long time - so he might have noticed that and together with your small turn and small-ish river bets interpreted as weakness. If you want to bet turn you have to bet more imo.

I would check turn and call his bet on river. If he checks to me then i would put valuebet in and fold to shove but its less likely he would check to me with good hand there since i checked behind on turn.

Ah edit - he took long time, not you...

flop: i should raise to 12$
turn: bet 18$
river: easy check/behind

it's very strange to play a set like this but maybe he got somehow a read on you that you gonna bet three streets??

It's close between betting and checking the river, but I guess that line looks good. As an alternative you can make a smalish river value bet to squeeze out some more value but you obv. have to fold against a raise.
