Flush vs unknown villian

BTN: 55.5 bb

Preflop: Hero is UTG with 5♣ 6♣
Hero raises to 3bb , 3 folds, SB calls 2,5bb, BB folds

Flop: (7bb) 2♣ Q♣ 8♣ (2 players)
SB checks, Hero bets 4bb, SB calls 4bb

Turn: (15bb) 9♥ (2 players)
SB checks, Hero bets 9bb, SB raises to 18bb

If he allways reraise 2x whit sets,flu is best option call or raise ?

Stack-size indicates villain is not a regular. Regular has no sets in his flop calling range, although recreational players might have some.

We usually don't want to stack-off or inflate the pot too much with low flushes, so calling is probably better than re-raising. Min-raising the turn can often mean a fish is quite strong, so we want to control the pot & try get to showdown once this happens.

I would fold the river if the board pairs or a club appears. If he has a bigger flush then unlucky.
