Min-raising to elicit a push from another player??

I've seen this before where people min-raise during the middle/bubble phases of a SNG. When another player pushes, they call!!

Is there a strategic way of dealing with this / anticipating this? This exact same situation has lost me money a few times already... what's your opinions?

I expect you’re the SB here, because I see hole cards of 2 players here.

There is still a short stack in the BB at the bubble. So AJs is in normal circumstances a good spot to push against the min-raiser, but than you need to be sure he will call with only TT+ or even tighter if he’s familiar with ICM. I know nothing about the stakes or player we are dealing with. So than it’s likely he will call to wide. So than is AJs a –EV shove.

Without more info about UTG player it’s a clear fold for me.
