Hey BULLMONEY,
You will definitely need to talk to their support at support@pokerstars.com to get the old account closed first. Even though your old account is dormant, it is most likely still open. Creating another account while the old account is still open will look to them like multi-accounting and will likely result in both accounts being closed and a permanent ban from Stars.
