Tough question. I think it is very close with 9 as a kicker. Pre flop you could tighten up a bit and raise bigger since he is calling pre a lot. When you play hands like this you can limp or minraise and play it cautiously. The worst mistake you can make vs loose fish is to start playing more hands vs him and call his bets.

I do not see a reason of us betting flop vs a 40/4 guy. I prefer betting made hands.
When he wakens, we are done.
