can someone explain 2 me the next quote? i can't understand it...

This phrase refer weather 2 call or not if my opponent bets on the river.
How big is my opponent's bet? What are my odds if I call?
The bigger an opponents bet, the greater the chances he holds a strong hand. If he bets ½ the pot's size, we need to be ahead in 1 in 4 cases. If he however bets a full pot size, we have to be ahead in 1 in 3 cases to justify a call.

This is all about pot/odds.
Lets say the pot on the river is 10$ and he bets 5$. You have to call 5$ to have a net profit of 15.So If you make the right call 1 time out of 4, this will be a +ev situation.
If he bets 10$ into 10$ you need to call 10 to win 20$. Same logic.
