Considering he is such a small stack, should I call this?

Call?

I see he is far more lose than SSS but still best you can expect is 65 vs 35 and that don't justify call;) ( you have 35 of course)

No way to call this


Only way if you can call is know that he´d shove worse hand range than 98s, but that he´d never do.
It is easy fold.
