His PFR is indeed low, but if you are 3betting to 5bb or so you have already invested 1/3 of your stack. So folding on his shove would be than the only option, but if he called you should shove any board without any over cards.

I would always shove for 15bb, because it could end up in an awkward post-flop spot with your stack and shoving JJ is pretty much always +ev. Even against someone that’s almost newer raising.

I would always just shove back here. JJ is +ev, and you still have enough fold equity here
