Flop: ($4) 5♣ T♦ J♥ (2 Players)
Hero checks, CO bets $3, Hero calls $3

Turn: ($10) A♣ (2 Players)
Hero checks, CO bets $7.50, Hero raises to $17, CO folds

Villain is 23/16/9 over 100 hands. How can I extract the most value out of this spot and is my bet sizing on the turn alright?

at this point you can probably give another free card so you could just call on the turn . problem is your OOP and it is harder to extract money . so you could call turn and small value bet river or even check raise him

I would start off by 3-betting pf, since your hand is very strong comparing that you can easily hold here any 2.
I´d probably c/r on the flop, since he´d most likely c-bet here 90% and he can´t really b/c here with 88.
SInce you played it passively on the flop then I´d c/c turn.
and then maybe lead out river smt like 5$ which seems blocking bet and hope that player woudl shove there.
Other option would be c/rai on the river, since he´d bet there AQ, two pair+ and also sometimes triple barrels.
