you play small cbet in 3bet missed pot in some streets (especially on the turn when BB play 2x check) or passively (3x/f) ???

You can cbet flop.
As played, You should bet turn after villain checks again.

Check-back flop is fine. No better hand (= medium par +) folds, any no worse (Ax-) calls. The problem is that your hand may be face up to him (balance ranges!). Such is life:) You don't have to fold to a turn bet, and you can hit, giving some insurance.

A flop bet suggests to me that we bet 100% here. This is perhaps fine at NL10, but I don't like it.

As villain does not show interest in the hand we do not mind taking it right there and then. We want to make him fold hands with equity.

but if villain has say 6 outs to a pair that is only 60 cents in equity. hardly worth bothering about. but consider he catches a second best ace or king on the river and calls a $3 bet, or we induce a $4 bluff. of course we can also get bluffed out as well. but generally if only the hands that will call u beat u then u should not bet for value.

No, it isn't a bluff. The bet aims primarily at making worse hands fold. It is a valid reason (but only rarely, and never alone) to bet.

Villain might have called our 4bet with weaker hand and he might be playing fit or fold postflop. By cbetting flop we make him fold a huge part of his range. We should bet at least OTT since villain doesn't seem so interested in the hand. We don't want to let him hit strong OTR.

As you can see there is a small problem with the hand as played.. We have no idea what villain has. Either he had JJ and hit a set because we let him or then he just bets with air because we don't seem interested in the pot and we are probably going to fold 100% of our range to his bet.
