The stats you gave are for BTN?

I would 3bet preflop.

I also like to put pressure preflop and 3b.
As played, On river there are more better hands than worse that 3 barrel. Fold.

JJ is not a hand you want to lure the limping fish in with.

Getting 5:2, you can't fold all JJ combos if you strive for balance, so even if you are hardly a favorite, calling some JJ is necessary. (Your hand, by the way, is almost face up:) )

You can assume he's gonna isolate the fish wide, thus it's a standard spot to use some pressure and 3b.

3b pf and vs 4b fold. Doubt he is 4betting that wide with only 2.6 as 3b. As played fold river imo

Fold river is not a mistake i think, but it's close given that the opponent 3 barreling too much.

it is an easy 3b-fold preflop play. There is no call on the river. Really tripple barrell bluff with 2/3 of the post? In this situation your range is capped. So, your opponent still could have QQ+.
Flop is pretty dry, turn only improves 67, but your opponent bets the second time on the blank on paired board. He could have a lot hand that beats you. Just easy compare how many over pairs u can beat? Could you beat A3? So, there are a lot hands that beats us. Fold the river.

over pairs off course yes

I beat 99, TT =12 combo

I defeat QQ,KK,AA= 18combo

+ JJ draw

so If he has all over pairs here (only)
12+18=30 combo

12/30=0,4

I have 40% Equity River

he bet 4$ -> pot 6,15
so I need around 29% Equity here

CALL RIVER !!! ;)

lets give BTN some sets: 88
and take 99 AA

BTN range : KK-QQ,TT,88 71,5% Equity

and we still have 28,5%

You cannot give all combos of 99-TT here. he may not 3 barrel them all. In fact I think he will not 3 barrel any of those.
So, your equity drops...
