T9s flops top pair gets min raised

MP3 40/10 3bet 0 - 20 hands

He looks pretty passive so when he raises this flop am I best to just fold or is it OK to call?
OTT I'm c/f unless I improve

He caves you pretty good odds to continue. So I wouldn’t mind the call, but it’s indeed likely you are up against 2 pair or better, So folding is most likely better against a passive player.
