I don’t see why you think the lead on the river is weird here. His turn lead is weirder I think.
I would bet the flop at least 1/2 pot against 2 players with top pair. Now you betting less than 1/3 pot and then you miss some value and they will call more often as well.

As played you need to ask yourself what you can beat the river. I expect you will split the pot in best case. So I would fold without reads on him.
