Villain played tight during the first couple of hands so I planned on getting 2 streets of value so bet turn river if he checks or call flop turn and decide OTR. I think when he bets potsize he might still have some busted draws but he is strong too often to call. Although there are no Axs flush draws possible, so its an easy fold, right?

- would you call a small bet ?
- would you cbet flop ? I did not want to get isolated against his top range and he seemed nitty (although I did not care too much after 20 hands) ,so I thought c/c is the way to go.

Yes, would have bet the flop. No need to balance your c-bet range on NL2

By betting you may have gotten away OTT when facing aggression.
As played, river is a fold.

Why to open 4x pre? River is a fold.

You can c/c flop or you can cbet, both are ok :)

At low limits people tend to do more calling mistakes than betting mistakes so cbetting might be better but nothing wrong with c/c.
