9 max SnG 0.5$ hands QQ early stage against a passive fish

The hand is about turn and river.
I have no clear answer to the question what we do when we face small bets against the opps like he is. I started playing live poker I see that strange titter-totter really often. Do we play aggressive and raise big to protect against draws?
OTR I think it was a big mistake (mostly a tilt call) coz of the opp strange line (looks really strong OTR after all) and the very bad board for our pair.

I would bet the flop at least 9bb against 3 villains for value. I expect you get still enough value of them.
As played I would consider shoving for value against him on the turn after his donk lead.

Shoving 49 bb? Is it way too big?

Definitley definitley definitley bet bigger on the flop, like SDk says - 3/4 pot.

If you shove turn you are shoving for his remaining 30BB, so its just over pot so not too crazy and protects you against the flush draw and an A or K on the river.

These small lead bets are tricky as they mean different things for different opponents, sometimes they think they can steal the pot with a small bet whereas other times people bet tiny with the nuts.

It does kind of look like he got there OTR but I'm not sure I'd fold either
