If he is a regular playing 6 tables I think his minraise OOP with 14 BB ES looks quite strong already and I would have just folded preflop.
As played, I don't think betting makes much sence OTF as you want to keep his range broad and see all 5 cards and control the pot when you have just a second pair here. Most of the turn cards doesn't favor the opps range (I presumed it was 8 something % at worse) so leave his bluffs in his range and check.
As played, you just have to fold OTT when he committs himself on the blank turn.

Pre-flop I would push or fold for 14bb effective and based that you have only 80 hands on him you don’t have a good fold to 3bet stat on him and I would fold here as well.

As played it’s weird he is leading the turn after his check/call on the flop, but I don’t think he would do it as bluff. So folding is okay here.
