A7 tpbk call down BB VS SB

CO: $1.39 (69.5 bb)
BTN: $1 (50 bb)

Preflop: Hero is BB with A♠: 7♦:
3 folds, SB raises to $0.06, Hero calls $0.04

Flop: ($0.12) 5♠: Q♣: A♣: (2 players)
SB bets $0.06, Hero calls $0.06

Turn: ($0.24) 6♣: (2 players)
SB bets $0.12, Hero calls $0.12

River: ($0.48) J♠: (2 players)
SB bets $0.23, Hero calls $0.23

I decided to call flop and turn with tpbk since I think villain can bet with worse hands (some weaker Ax, maybe Qx or pockets) and semibluff draws (one card club and some gutshots with JT, KJ, KT). On the river I think it's close to a fold but I decided to call since bet sizes 1/2 pot usually means a weaker hand.

Do you think this is fine or is it too loose to call down in these spots?

I think it is too loose. You could perhaps call with AT (say). It is not much stronger, but think about it in terms of number of combos. If you call with A7/A8/A9 and possibly other A, then you simply call too much (are a calling station). Calling with all Ax is 72 combos, while calling with AT only is 12 combos. This is just to give an idea of the numbers, not to be precise (yes I do see that some make flushes). You need some protection against being bluffed out in the long run, but not a shitload.

On the river I would have folded anything lower than TpTk

Does villain bet all streets with weaker hand than top pair? I think not.
You could consider folding already OTT but calling there is not that bad.

The half pot bets are weird, I like your reasoning. He may have an extremely weak holding and he does not know what to do.
