Best to just check pre?
Looking back my shove is terrible, but should I call or just fold?
His small raise into 3 people looks so strong, like straight or set

Pre-flop checking is fine. I don’t think it’s necessary to blow up the pot yet with a small pocket pair and it’s still likely you will play a big pot out of position if you raise.

As played I would bet as well, but 2/3 pot is big enough I think and the CO will newer raise that small as bluff and it’s indeed likely he has 2 pair+ here and shoving is donating money on long run I think. So I would most likely call for the pot odds, but folding would be best most likely with only 2 outs for a set.
