Bubble 99 in BB

Pre - I dont want to fold 99 here but I know I have no FE after he 3X from a 13BB stack so decide to call as 2BB doesnt really hurt my stack, if I lose my shoves will still have the same FE.
OTF plan shove any low flop, if high cards I plan to check and see what he does
What do you think to my thinking?

He is pretty tight with raising so far, but 4 handed 99 is strong enough against his opening range I think and maybe you have even more fold equity than you think and I would go for it pre-flop and post-flop is pretty standard as played.
