Bubble BvB 77 vs passive players 2X

As you can see from the stats the SB is very passive, even during 4 handed play - 33 hands, when he had been either 1st or clear 2nd in chips the whole time, the first BvB he OL/F to my 14BB shove, then folded twice, this was his first raise BvB.
When such a passive player raises what is the best play on the bubble?

It’s a nasty spot against him when you are dueling with the other short stack.
You don’t have much fold equity I think, but you can’t fold ITM as well. So I expect this is almost a break-even spot and I would most likely stack off with 77 as well or we have some more reads on him.

It was me vs 2nd in chips the other SS had folded on the BTN
It was on the bubble not ITM

I expect that I mean that you can’t fold in to the money with an almost even stack in it as well.

This is a realy ugly situation but with the SB being so passive and another smallstack on the table I would fold the 77 in this spot. Even if he raises with a range of ~8.5% here, you are still a 42 to 58 underdog. And I don't think that you have any foldequity left because of the potodds the SB is getting from you.
