Double barreling 99 flop T83 turn J river K

Flop feels like a standard c-bet with backdoor flush and straight draws. Does it make a difference that I have a pocket pair? Turn looks like a scare card and keeps my straight draw alive, so I think double barreling is in place. At river, Villain's range contains missed draws but also some hands with a K or J and Q9/97. I'll have to fold against every bluff so should I try a small block bet or just c/f? Also, even if my thought process is correct, this is NL2; am I leveling myself?

(Edit: Also, don't worry about "Joined 2008" on the left-hand-side. I haven't been grinding NL2 for 8 years without any progress. Earlier I've played for fun every now and then (and actually beaten NL5) but now after a long break I realized it might be even more fun to actually study the game this time. Due to "reasons" I stepped down to NL2 for a while.)

I don't see many random Kx in his range OTR but he can have some Tx and Jx. I think both xf and small blockbet would work.
