I would personally 3bet this hand preflop, especially if UTG doesn't 4bet alot and if there are no fish in blinds, but calling is fine, too, I believe. Flop is close imo because the board is paired and we don't have a nut flushdraw. I guess all three options would be valid vs different opponents. When UTG checks the river, he will usually be capped to TPGK tops, so he probably won't call a bet bigger than 50% of the pot. Actually, his play does look alot like AQ-AT (probably with the ace of clubs) because 2nd pairs would probably check/call the turn, so I think he is calling vs 40%-50% sized bet. We have to fold if he raises, ofcourse.

Pre could be a 3bet but calling is ok.
Flop is quite close as alleen mentioned.
OTR villain is probably capped and you can have quads, boat, flush, AK.. I'm not sure if villain will be calling with anything weaker. Checking would be fine but bettin 30%-40% is ok too.

Clear valuebet to me. Villain can play this way at least with his AQ, AJ, ATs. I wouldn't even be surprised to see KK, QQ, JJ and TT to play this way. I would just go half pot, I'm sure he will station with most of the hands anyway. He'll put you on pocket 22 or something stupid and just hero call you. Of course we have quite some foldequity but that's ok. Villain will pretty much never have a super strong hand here but I believe he is going to check/call quite a bit.
