UTG & MP range are wide so I three betted 99's and called 15 bb due to MP calling. Is this a EV+ move?

You can call and play IP postflop.
The size of your squeeze is small.
Postflop is ok.

I would most likely call only instead of 3betting in a spot like this. You are playing deep enough to call for set value only and if you don’t hit you can easy fold. This is most likely more +ev then calling a 4bet in a multiway pot like now with limit changes to win if you don’t hit your set.

I agree with just calling.
