Pre-flop you can also shove with a wide range if we deal with a passive player that limps often. Then I would shove with at least any pair, suited connector and any Ace for 11bb effective.

The flop is dry and I expect he will fold a lot, but that depends also per player. That’s for a blank turn the same.
