Other option would be to 3bet pre-flop for value with 99, but raising the flop seems marginal.
I expect you get only action of better on a dry board like this multi way.

Imo this is a clear call pre flop, I would not 3bet UTG with 99.
Also this is a clear call OTF. You have a small overpair so you definitely are calling but raising would just make sure that you get called by 2pair,sets, overpairs.

What about small raise? 7BB? We are protecting handvand still get call from worse hands

This flop is dryish. What weaker hands will call when you raise multiway, even if it would be a small raise? How often would those weaker hands beat you by the river?

There are a lot weaker hands, especially from SB.
And we can protect vs some overcards like QT

Of course there are a lot of weak hands. But those hands are in villains check folding range. QT is total air on this board and definitely should fold vs a raise.
Imo the weakest non-made hand that will call a raise is OESD and weakest made hand that will call a raise is overpair better than yours.

So by raising you fold out all of the hands you already beat and isolate yourself against better hands or hands that will have decent amount of equity.

Remember that you are multiway and UTG's cbetting range on this board should be quite tight.

You do not need a big pot with this overpair. Any higher card ( and there are a lot) will lead to you not knowing where you are and pot will be big, thus leading to costly mistakes.

My two cents I'll cbet/fold-to-a-raise if he checks, i'll call if he bets and bet the turn if he checks (1/2 to 2/3) whether is a harmless card (not a face card or an ace, villain range from tug sure has all this), if he bets the turn Id revaluate the strength of my hand and I'd check behind on the river call a small bet.
