I think I should have went allin. I read the poker tracker note saying his range of 4bet is AJo+ (what I got to track) in 600 hundred hands.

I think the 3bet is standaard against the guy whotopens almost 20% of the time. When he 4 bets, we never call: we either 5bet if we dont believe him or we fold. On 2Nl against 20/20 guys is too much variance to commit all your stack with 99/TT/JJ: AQ is in the bottom of their range. I would flat 4 bet with KK/AA to create more winrate against the 99/TT/ JJ on low board when they fold to your 5bet shove preflop

Flop: well if you cannon get called by worse, would you still think shoving is the best option?

Based on the notes on the villain and the fact is a 4 bet pot I thought he was donking 99-TT, AK. It makes no sense, he is out of position why would he don't check/raise or x/c. So I just jammed hoping 99-TT, AJ, AK calling...?

You are missing an important part of information here - it is not just a simple donk on flop. He bets big and leaves you 14BB behind, thus comitting himself.
He will not do that with 99-TT, AK...

I see,
1. I called the 4 bet because I had position, so If he donks (I agree I don't see the bet left him committed) I can raise and end the hand there?
2. Better to just call to a 1/2 psb? 4 bet pots are expensive though

Never take this line. I mean calling a 4-bet with JJ when only a PSB from all in (if you call). Position is totally nullified.
