would you push it immediately with 19 BB left or would you push it after the 3-bet?

It depends a lot how aggressive the BB is. Against a loose passive player this is a clear fold and against a tight or loose aggressive player I would stack off for sure with KQo in a blind against blind battle.

I think KQo is way too strong to ever think about folding it BvB in this spot. So I would always openshove or open (with the plan to call an allin or shove or a 3bet).

Only if the BB is a nit I would consider folding off course, but that isn’t the case most of the time.
