You should bet here when he skips the turn cbet on a drawy board.

The turn seems a good spot to win the hand right away and protect your hand if he has a draw.

Yes but bet very small. I think this is a very nice spot to make a small protection bet of approx 2BB. I think betting more has no use since you will be called and raised by better hands anyway and all other junk hands fold and will not raise as a bluff. In addition, you target low pp that still are inclined to call.
