I totally don´t know if it´s too weak but i just fold such flop where lots of draws out there and villain donks (normally they donk ps, so i credit them a bit more).
The reason why i fold is simply to avoid ugly spots.
If we call and the turn is a blank we have to call again, not knowing if we´re ahead or behind vs top pair/set type of hand, cause otherwise our flop call doesn´t make any sense.
On the other hand, if the turn completes any draws we have to fold donnating half to full ps for nothing.

I guess on the higher limits where people tend to be more aggr we should call but i never saw a low limit player donking these type of flop w/ air or a hand that we´re fav of for that matter.

Nevertheless i think in the heat of the battel i see myself calling there cause we block the NFD (which is nothing to be proud of at PLO25 cause they happy stack w/ K or Q high Flush) and still have hope to catch a save turn.

folding the flop without further reads is okay. either this or against aggressive opponents raise/push the flop. the problem with a call is that we don't want to see an 8,9,T,J,K or heart which is half of the deck because its very hard to avoid mistakes then no matter what you do.
