Does Anyone know that two events.
1. A event which almost 50% of players can wain the money
2. A event which is a very slow event, the blind does not go up.

With regards to your questions, I think the first one is concerning an online event and the second one it more looks like a Cash Game 
I am not sure if there is any tournament where the blinds don't go up at all.. Would be nice if someone could tell you that!
