Being OOP TP weak kicker and outs for a straight , do you think I can raise big or shove turn ? I am getting confused on how many bad rivers against good ones we have in order to play check/call all the way to the river or check/raise the turn and end the hand by putting as much chips as possible. He will not bet like this on turn with jack, not sure about his raise on the flop - might be pure bluff/draw/2nd or 3rd pair

I think I would have played similarly on the turn. I don't think there are alot of better hands that will fold. He is 68/16 over 46 hands, and even though the sample is small, I would still assume most better J's are not in his limping range. Regarding the flop, I tend to think that c/r OTF means strenght from most players, unless you have seen them make multiple plays like this before, but I may be wrong.

No need to try to change your hand in a bluff on the turn. The river I would let him bet again with our straight and then you could consider shoving all-inn. Now you let him fold all his potential bluffs.
