Bad shove for sure

Your opponent called with 98o, a top-40 hand, which indicates a pretty loose opponent.
If you think he's calling this much, you should tighten a bit and shove better aces instead.
I like the shove against a tighter opponent or players that call your x2 raise but fold to a shove,
to maintain pressure.
His 3-bet is also 0 which indicates no particular aggression preflop. He seems a bit passive but also willing to call with a hand like 98o. He's not raising much.
He's a station.
Just check or call preflop, then when hit just value bet them. He won't believe you.

If he’s calling to much I wouldn’t mind gambling with any A in a spot like this, but I would normal make a min raise and fold on a shove against a passive player. Then you can win a lot of the time in position with a Cbet.

minraise folding Ax here is worse than folding pre imo. Jam is absolutely fine and very std HU for 16bb effective.

Against a passive player it seems a fine line to me, because he will only shove with better and fold a lot post-flop if he’s missed the flop.
