According LeakBuster your cbet flop % should be between 60-80. With there being about a delta of about 10% based on whether you have position. What I am trying to figure out is of the hands that you should not cbet, what % of those hands should be garbage versus % of monster hands.

Forr me, I dont cbet when the chance of them calling is high and i have have nothing.

I assume the question is with which hands to bluff. The answer is that the smaller your cards are, and the more outs you have, the better candidates they are for bluffing. The rationale is that winning with 6 high is an accomplishment, and should they call - well, you have outs. The worst hands to bluff with are hands like AK high and small pairs with nothing else. Making AQ fold when you have AK is not really an accomplishment. It is much better to let an A peel off if you can see why.

There are always exceptions and opponents of various types, so nothing is set in stone.

High Level Cbet frequencies hover around 20-40%, most people cbet way too much which can be punished with more frequent raises
