It’s a big over shove of him, but I don’t think a unknown would make a move like this with top hands like KK+ or so and in a micro tournament like this I would most likely call.

With blinds this high, you don't have to raise 4bb. I usually raise 2.5bb or so, also making it easier to get away from hands like this where you (at best) have a flip. I don't mind the call but it is a high variance Play in my opinion...
