Is it no ante game? (if antes in game it even lighter ranges all over place). I will assume no ante and here is what i think:
If we except 11bb be on around 16-18% what seem very reasonable for any player, might be even more (20-22%) with his stats.
I would except reshover to be on minimum 77+,ATs+,AJo+ (tight reg) and then even more if he is better reg.
I think AKs is very tight fold and would only fold on some bubble/icm spot.
3% 3bet definitely don't mean 3% re-shove over 11bb shove. Would say it not even most important number to consider in situation as it mostly represent his deepstacked 3bets what is nit number for most regs in mtt's.
From my experience mtt regs is very tight 3bets overall but mostly because they not 3bet bluff enough Suited connected/semi-connected hands, suited aces when deeper stacked ect., but they get relative loose 3bet shoves when they in reshove stacks.
Also it MP2 vs CO ranges not Utg vs Utg+1 ranges or something.
I would go here around AKo/AKs/TT+
